Canada won a major battle Friday in its softwood lumber war with the United States when a NAFTA panel essentially eliminated most of the punitive duties levied against Canadian lumber exports to the U.S. But the war is far from over since the Americans can still appeal the decision and drag the issue out for up to a year. A top Canadian lumber industry spokesman said Prime Minister Stephen Harper should take it up with U.S.
